SI:7 reconnaissance is reporting unusually heavy Defias activity in Westfall.It would seem that the Defias have taken over an abandoned Alliance watch tower southeast of Sentinel Hill and are using it as a base of operations to smuggle in goods from the Redridge supply route.
Get to Westfall and contact Agent Kearnen for your debriefing. You will find her hidden near the tower.
